DENAULT/MAJ/HD MMPR-2/-/TEL:DSN 278-9718 /EMAIL:[email protected]// GENTEXT/REMARKS/1.  AS ANNOUNCED BY REF A, THE FY13 ACTIVE RESERVE STAFF NONCOMMISSIONED OFFICER SELECTION BOARD WILL CONVENE ON 30 JANUARY 2013 AT HARRY LEE HALL, MARINE CORPS BASE, QUANTICO, VA, FOR A PERIOD OF ABOUT 7 WEEKS.  THE INFORMATION IN THIS MARADMIN PERTAINS TO MEMBERS OF THE CAREER DESIGNATED ACTIVE RESERVE (AR) PROGRAM ONLY.
2.  LIMITED TOUR AR.  MARINES SERVING ON THE AR PROGRAM WITH LIMITED TOUR/ASSIGNMENT ORDERS WILL NOT COMPETE FOR PROMOTION WITHIN THE AR CATEGORY BUT WILL COMPETE WITHIN THE SMCR CATEGORY BY OCCUPATIONAL FIELD (OCCFLD).  THE ALLOCATIONS AND ZONES FOR SMCR AND IRR MARINES WERE PUBLISHED IN MARADMIN 632/12.
3.  THIS MARADMIN CONTAINS THE SELECTION ALLOCATIONS AND ZONES FOR CAREER DESIGNATED AR MARINES ONLY AND WILL FURTHER BE REFERRED TO AS AR.
4.  ZONES AND CUTOFFS.  ALL MEMBERS OF THE AR PROGRAM IN THE GRADES OF SGT THROUGH MSGT WHO MEET THE DATE OF RANK (DOR) AND ARMED FORCES ACTIVE DUTY BASE DATE (AFADBD) CUTOFFS SHOWN IN PARAGRAPH 7 WILL BE CONSIDERED FOR SELECTION TO THE NEXT HIGHER GRADE.

5.  PROFESSIONAL MILITARY EDUCATION (PME).  THE SELECTION GUIDANCE
(PRECEPT) FOR BOARD MEMBERS INCLUDES A REMINDER OF THE REQUIREMENT FOR PME.  ALL MARINES WHO ARE ELIGIBLE FOR CONSIDERATION BY AN ENLISTED PROMOTION SELECTION BOARD MUST HAVE SATISFIED SPECIFIED PME REQUIREMENTS PRIOR TO THE CONVENING OF THE BOARD.  THOSE MARINES WHO HAVE NOT COMPLETED THE SPECIFIED PME BY 2359 ON 29 JANUARY 2013 WILL BE CONSIDERED LESS THAN FULLY QUALIFIED FOR PROMOTION.  THE COMPLETION OF RESIDENT PME COURSES WILL NOT FULFILL NONRESIDENT PME REQUIREMENTS.  ALSO, MISSING INFORMATION FROM A MARINE’S OMPF IS NOT SUFFICIENT GROUNDS TO GRANT A MARINE REMEDIAL CONSIDERATION FOR PROMOTION THEREFORE, IT IS EXTREMELY IMPORTANT THE ELIGIBLE MARINE ENSURES THEIR RECORD IS COMPLETE TO INCLUDE EVIDENCE OF REQUIRED PME COMPLETION WHICH INCLUDES THE CERTIFICATE OF COMPLETION IN THE OMPF.
MARINES ARE ADVISED TO ENSURE THAT COURSE COMPLETION INFORMATION IS INCLUDED IN THEIR OMPF.  ADDITIONALLY, MARINES ARE ENCOURAGED TO REVIEW THEIR MBS TO ENSURE THEIR PME COMPLETION IS REFLECTED.  THE MBS IS ONLY A TOOL TO SUMMARIZE A MARINE’S RECORD AND IS NOT CONSIDERED OFFICIAL SOURCE DOCUMENTATION.  AS A REMINDER, MARINES “ELIGIBLE FOR SELECTION” MISSING EVIDENCE OF REQUIRED PME WILL BE BRIEFED AS “NOT FULLY QUALIFIED” FOR SELECTION.  THE PME REQUIREMENTS FOR PROMOTION TO MASTER GUNNERY SERGEANT THROUGH STAFF SERGEANT ARE AS FOLLOWS:
A.  MASTER SERGEANT TO MASTER GUNNERY SERGEANT:  ATTEND REGIONAL MASTER SERGEANT/FIRST SERGEANT SEMINAR.
B.  GUNNERY SERGEANT TO MASTER SERGEANT: COMPLETE BOTH THE SNCO ADVANCED DISTANCE EDUCATION PROGRAM (MCI 7200 OR 8200) AND THE RESIDENT ADVANCED COURSE.
C.  STAFF SERGEANT TO GUNNERY SERGEANT:  COMPLETE THE SNCO CAREER DISTANCE EDUCATION PROGRAM (MCI 8100).
D.  SERGEANT TO STAFF SERGEANT:  COMPLETE THE SERGEANTS DISTANCE EDUCATION PROGRAM (MCI 8010).
6.  THE TABLE BELOW LISTS THE MOS’S THAT FEED TO THE IMOS AT THE NEXT HIGHER GRADE INDICATED.  MARINES SERVING IN A BASIC MOS WILL BE CONSIDERED IN THEIR IMOS.  MARINES WHO HAVE A PRIMARY MOS (PMOS) LISTED IN COLUMN (A) AS A FEEDER MOS WILL COMPETE FOR PROMOTION TO THE IMOS LISTED IN COLUMN (B), PROVIDED THEY MEET THE ELIGIBILITY REQUIREMENTS.

NOTES:

B.  LATERAL MOVES.  MARINES WHO HAVE RECEIVED AN ADJUSTED DOR OR MADE A LATERAL MOVE AND BELIEVE THEY WILL BE CONSIDERED IN THE WRONG ZONE (BECAUSE OF THE ADJUSTED DOR OR LATERAL MOVE) MUST NOTIFY CMC (MMPR-2), IN WRITING, BEFORE 30 JANUARY 2013.
(1) MARINES WHO HAVE MADE A LATERAL MOVE AND WHOSE DOR AND AFADBD PLACE THEM IN THE ABOVE ZONE, BUT WHO HAVE NOT BEEN PREVIOUSLY CONSIDERED FOR SELECTION IN THE PROMOTION ZONE, WILL BE CONSIDERED IN THE PROMOTION ZONE.
(2) MARINES WHO HAVE LATERAL MOVE REQUESTS APPROVED WITH AN ASSIGNED NEW BASIC MOS AND INTENDED MILITARY OCCUPATIONAL SPECIALTY (IMOS) (AS REFLECTED IN MCTFS) BEFORE THE CONVENING DATE OF THEIR BOARD WILL BE CONSIDERED IN THE CORRESPONDING IMOS FOR WHICH THE LATERAL MOVE HAS BEEN APPROVED.
(3) MARINES WITH LATERAL MOVE REQUESTS THAT ARE APPROVED AFTER THE BOARD HAS CONVENED WILL NOT BE ELIGIBLE FOR CONSIDERATION IN THEIR NEWLY ACQUIRED IMOS AND WILL BE DELETED FROM THE BOARD POPULATION.  THESE MARINES WILL COMPETE ON THE FOLLOWING YEAR’S BOARD, IF ELIGIBLE.
(4) MARINES WHO ARE SELECTED IN THE INCORRECT IMOS BY A BOARD WILL BE ADMINISTRATIVELY DELETED FROM THE SELECTION LIST AND MAY RATE REMEDIAL CONSIDERATION FOR PROMOTION IN THEIR CORRECT IMOS.  PARAGRAPH 3603 OF REF B APPLIES.
(5) ALL MARINES WHO MEET THE REQUIREMENTS SET FORTH IN THIS MARADMIN WILL COMPETE FOR PROMOTION IN THE IMOS ASSIGNED ON THE CONVENING DATE OF THE BOARD PER PARAGRAPH 3100.3 OF REF B.  MOS CHANGES WILL NOT BE MADE AFTER THE DATE OF THIS MARADMIN WITHOUT THE PRIOR APPROVAL OF CMC (RAP).
8.  QUESTIONS REGARDING MOS ALLOCATIONS, ZONES, AND AFADBD CUTOFFS SHOULD BE ADDRESSED TO THE CMC (RAP-2).
9.  ELIGIBILITY:
A.  SPECIAL CONSIDERATION IN CONJUNCTION WITH A TRANSFER (TR) TO FLEET MARINE CORPS RESERVE (FMCR).  IN ACCORDANCE WITH REFERENCES F AND L, MARINES WHO ARE APPROACHING SERVICE LIMITS OR WHO HAVE TWICE FAILED SELECTION WHO ARE REQUIRED TO REQUEST TRANSFER TO THE FMCR, AND ALREADY HAVE A PENDING OR APPROVED TRANSFER TO FMCR DATE MAY REQUEST SPECIAL CONSIDERATION VIA MESSAGE TO THE CMC (MMSR-2) PROVIDED THEIR END OF ACTIVE SERVICE (EAS) IS AFTER THE SCHEDULED ADJOURNMENT DATE OF THE SELECTION BOARD.  A REQUEST FOR SPECIAL CONSIDERATION MUST BE SUBMITTED TO MMSR-2 PRIOR TO THE CONVENING DATE OF THE BOARD.  TO CLARIFY, AND IN ACCORDANCE WITH THE REFERENCES, SPECIAL PROMOTION CONSIDERATION WILL NOT AUTHORIZE A MARINE TO GO BEYOND SERVICE LIMITS.
(1) MARINES WHO SUBMIT A VOLUNTARY REQUEST TO TRANSFER TO THE FMCR, BUT ARE NOT REQUIRED TO TRANSFER TO THE FMCR, ARE NOT ELIGIBLE FOR PROMOTION CONSIDERATION.
(2) MARINES WHO ARE REQUIRED TO TRANSFER TO THE FMCR DUE TO DECLINING PCS ORDERS, OR WHO HAVE DECLINED TO REENLIST/EXTEND TO CARRY OUT PCS OR DEPLOYMENT ORDERS, ARE NOT ELIGIBLE FOR PROMOTION CONSIDERATION.
(3) MARINES AUTHORIZED EARLY APPROVAL OF TRANSFER TO THE FMCR (GREATER THAN 14 MONTHS PRIOR TO THEIR TRANSFER DATE) WILL NOT BE ELIGIBLE FOR PROMOTION CONSIDERATION.
B.  MARINES WHO HAVE PREVIOUSLY BEEN SELECTED FOR PROMOTION AND REFUSED TO ACCEPT THE APPOINTMENT WILL NOT BE CONSIDERED.
C.  ACTIVE RESERVE (AR) COMPONENT ENLISTED CAREER FORCE CONTROLS (ECFC).  REF F STATES FY13 AR ECFC POLICIES.  IN ACCORDANCE WITH REF G, DRAW CASE CODES FOR FAILURE OF SELECTION HAVE BEEN CREATED BY CATEGORY.

6. THE MARINES LISTED IN PARAGRAPH 2 WERE SELECTED IN THEIR OCCUPATIONAL FIELD (OCCFLD). THIS MARADMIN DOES NOT CONSTITUTE AUTHORITY TO CHANGE A MARINE’S PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS).

FOR THE PURPOSE OF FROCKING NEWLY SELECTED FIRST SERGEANT AND SERGEANT MAJOR, THE DIRECTOR OF RESERVE AFFAIRS MAY DIRECT AND AUTHORIZE THOSE MARINES IN ACCORDANCE WITH THE INTENT OF REF (A). SPECIFIC GUIDANCE WILL BE INCLUDED WITHIN AN UPCOMING MARADMIN LISTING RESERVE COMPONENT FIRST SERGEANT AND SERGEANTS MAJOR ASSIGNMENTS.
8. MARINES SELECTED FOR PROMOTION IN THE SMCR WHO ARE APPROVED FOR AUGMENTATION TO THE ACTIVE DUTY COMPONENT PRIOR TO BEING PROMOTED, ARE NOT AUTHORIZED TO RETAIN THEIR PROMOTION SELECTION BUT WILL COMPETE FOR SELECTION BY THE NEXT USMC SNCO SELECTION BOARD FOR WHICH THEY ARE ELIGIBLE.
9. REQUESTS FOR REMEDIAL PROMOTION CONSIDERATION MUST BE SUBMITTED TO THE CMC (MMPR-2). STRICT COMPLIANCE WITH THE PROVISIONS OF PARAGRAPH 3602 OF THE REFERENCE IS DIRECTED.
10. COMMANDERS ARE TO REVIEW THIS MARADMIN FOR ERRONEOUS SELECTIONS, E.G., INCORRECT DATE OF RANK, INCORRECT MOS, INCORRECT ZONE OF CONSIDERATION, REQUESTS TO TRANSFER TO THE FLEET MARINE CORPS RESERVE OR PENDING/COMPLETED DISCIPLINARY ACTION IN THE CURRENT GRADE BY MILITARY OR CIVILIAN AUTHORITIES NOT PREVIOUSLY REPORTED. IF AN ERRONEOUS SELECTION IS FOUND, FORWARD A MESSAGE TO THE CMC (MMPR-2) WITHIN 10 DAYS OF RECEIPT OF THIS MARADMIN DETAILING THE CIRCUMSTANCES. IF ERRONEOUS SELECTIONS ARE SUBSEQUENTLY DISCOVERED THROUGH RESEARCH BY STAFF AGENCIES AT HQMC, CORRECTIVE ACTION WILL BE TAKEN BY THE CMC (MMPR-2).
11. COMMANDERS WILL IMMEDIATELY NOTIFY THE CMC (MMPR-2) OF THE INTENT TO WITHHOLD OR REVOKE THE SELECTION OF ANY MARINE WHOSE NAME IS LISTED IN THIS MARADMIN. A FULL WRITTEN JUSTIFICATION FOR THE RECOMMENDATION TO DELAY OR REVOKE THE MARINE’S PROMOTION MUST BE FORWARDED VIA THE CHAIN OF COMMAND TO ARRIVE AT THE CMC (MMPR-2) NO LATER THAN 30 DAYS AFTER RECEIPT OF THIS MARADMIN. ENSURE THE MARINE CONCERNED IS AFFORDED THE OPPORTUNITY TO REVIEW THE COMMAND’S RECOMMENDATION AND SUBMIT A STATEMENT. PARAGRAPH 5200.3B OF THE REFERENCE PROVIDES SPECIFIC LANGUAGE THAT MUST BE CONTAINED IN THE OPENING PARAGRAPH OF THE MARINE’S STATEMENT.
12. MARINES WHO WERE CONSIDERED AND NOT SELECTED MAY CONTACT THE CAREER COUNSELOR AT THE RESERVE CONTINUATION AND TRANSITION BRANCH TO GAIN INSIGHT ON IMPROVING THEIR COMPETITIVENESS AND RECEIVE AN EVALUATION OF THEIR OFFICIAL MILITARY PERSONNEL FILE (OMPF). HOWEVER, MARINES SHOULD NOTE THAT, DUE TO THE CONFIDENTIALITY OF THE SELECTION BOARD PROCESS, THE SPECIFIC REASON FOR NOT BEING SELECTED CANNOT BE PROVIDED.
